The top Democrat in the House of Representatives, speaker-elect Nancy Pelosi, noted that her party had been pushing for expanding the US military but charged that Bush had not shown a willingness to change course in Iraq.

"Unless there is a fundamental change in policy and in the mission of our troops in support of that policy, events in Iraq are unlikely to improve," she said in a statement.
